The first Green Spectre comic I have found is called Green Spectre vs Team Knockout. Published in 2004. It contains 57 pages including 4 pages of character introduction.
Points to note...
1 - Guest starring Azure Angel.
2 - Page 34 shows the moment where Spectre Girl loses her virginity.
